Does this sound like a good solution for part of the heath care dilemma?

How about the government providing interim insurance for people between jobs. They would pay as much as they could for it, and if they couldn't afford all the premiums, the government would then deduct the balance owed from income tax returns. That way folks could be covered and it would be not cost the government a thing. And the balance could be paid back without any effect on the worker's weekly paycheck.
