What you do, with a bad, creepy, arrogance, noisy neighbour??!!?

You must have some kind of clause on your rental agreement that protects you against something like that. Why can't you call the cops and tell them your neighbours are creating noise pollution. I doubt "giving them a taste of their medicine" is going to work if they have been consistently making noise for 10 months- they must be desensitized to it by now
